  A majority of women often feel it is impossible to find a safe place to seek shelter when targeted by violence in their home, which prevents them from escaping abusive relationships. The right to property may no longer be a fundamental right but the State must be responsive and sensitive to the needs of women who are thrown out of their own homes and assist her with housing assistance. The fundamental right of a woman who is a victim of domestic violence cannot be defeated by denying her the 'right to shelter'.

As Member National Commission for Women and as a woman, it gives me pleasure to be associated with this book, Shelter.

The task of providing shelter is so vast that it cannot be accomplished to completeness without the active help of each member of society - a thought that has been so correctly expounded in this book.

It is heartening to see Rashmi's enthusiasm and energy in dealing with victims of violence, in trying to fortify them emotionally. I have earlier also appreciated her last book 'Room 103, Nanakpura Thana'.

Dr. Manorama Bawa is an inspiration for her tireless efforts over the years in making this world a better place for women. Her hard work and experience complemented by her balanced approach to every task, is what makes the difference.

It is my privilege to write this foreword, and I hope to work with both authors to make their dream of Shelter homes for women a reality.
